Horses Hitched to a Cart or Suitable Vehicle
(May compete in only one show.)
Criteria Upon Which Driving Classes Will Be Judged:
1. The suitability of harness and equipment.
2. The attire of driver, i.e., English or Western Show Attire. Apron and gloves optional.
3. Driver must carry a whip in hand.
4. The participants will enter into show arena and proceed to the rail at a walk.
5. Drivers are expected to show their horses at the following gates:
Walk: Free Moving, flat footed, brisk.
Collected Trot: Slow trot, sharp and well-balanced.
Working Trot/Road Gates: Fast trot, free movement, lengthening of stride.
(Road Gate does not apply to draft horses.)
Backup: Willing to back up at least four steps and return to the forward position.
6. Horse must be able to stop and stand quietly.
7. Unsportsmanlike conduct and/or abusive language will not be tolerated. ABUSIVE SLAPPING OF REINS OR
ABUSIVE USE OF WHIP WILL BE HARSHLY JUDGED.

(General Rules)
Exhibitors must adhere to the IAFE Code of Ethics as listed on pages 24.
Draft horses must enter grounds Sunday after 1 PM or before 8:30 AM Monday and leave grounds at completion of show. Other stock to enter Monday 4PM to Tuesday 6PM. Upon your arrival on the grounds, inquire for one of the Superintendents who will conduct you to the stalls or space your stock is to occupy. COGGINS TEST MUST BE SHOWN TO SUPERINTENDENT BEFORE YOUR HORSE IS REMOVED FROM YOUR TRAILER. AN ANIMAL OWNER OR CARETAKER'S VERIFICATION OF VETERINARIAN-CLIENT-PATIENT RELATIONSHIP FORM MUST ACCOMPANY EACH EXHIBITION ANIMAL, AND MUST BE PRESENTED UPON ARRIVAL AT ALL EXHIBITIONS IN PENNSYLVANIA.
If you desire any information in regard to the business of the exhibition, pay no attention to rumors or hearsay, but go directly to the Superintendents who will take pleasure in giving you all the information you desire.
HEALTH RULES:
1. No equine showing evidence of any contagious or infectious disease will be permitted entry to the Fair.
2. All horses to be exhibited must show proof of negative Coggins Test (identifying horse) which shall have been conducted within twelve months of the opening date of the horse show.
3. All horses to be exhibited must be accompanied by a a certificate of Veterinary Inspection (CVI) prepared within 30 days of the date of the horse show by an accredited veterinarian. The health certificate shall include the negative results of the Coggins Test which shall have been conducted with the current year.
4. Equines assembled for exhibition, competition or sale should be immunized to prevent contagious respiratory disease not less than 15 days before the show.
5. All Equine over three months of age must have a current rabies vaccination (within past 180 days). All animals must show proof of vaccination either with a valid rabies certificate, or have the rabies information on the CVI.
6. Vaccinations against the following contagious diseases are also recommended: Rabies, Equine Influenza, EHV, Triple E Exhibitors are advised to consult their veterinarian regarding proper conditioning of their animals at least 30 days prior to the event. Exhibitors will be expected to feed, care for, and display their animals as directed by the Superintendents; to accept stall and/or space assigned without controversy; to keep their animals in an attractive appearance, and to cooperate with the Department in every way that may serve to increase the educational value of the Fair. A mandatory meeting for all horse exhibitors will be held on Tuesday at 8 pm at the horse dept. office. All exhibitors must attend.
Exhibitors will be expected to keep the space they occupy in a clean and sanitary condition, and to remove their equipment and animals promptly if requested by a Superintendent. All entries must be paid for at the time the entries are made in order to have a place for your animals (NO exceptions!). Entry deadline August 1. No stall refunds after that date. Entries will not be accepted unless accompanied by check, cash, or money order.
The rules printed herein are made a part of the conditions under which all entries of exhibitors are made. Exhibitors are respectfully requested to read them carefully, thereby avoiding any confusion before, during and after the Fair.
1. All stall reservations to be accepted by MAIL ONLY on or after June 1st on first come basis (NO exceptions!). Entries received before June 1st will be returned.
2. If stabling facilities are filled prior to closing date, we will close halter class entries at that point.
3. All entries must be made by the owner, and no animal will be admitted or stabled unless properly entered. If someone else will be showing the horse, note name on entry blank.
4. There will be a limit of 2 horses per owner who must enter & participate in halter classes or be turned away next year. This applies to all saddle horses on the fairgrounds Tues. through Sun.
5. No grade stallion will be accepted for entry.
6. All entries must be broke to tie and lead or be disqualified.
7. No horses, ponies, mules, or teams shall be entitled to any premiums or ribbons unless serviceably sound.
8. No one under the age of 18 years will be allowed to show stallions.
9. Registered horses and ponies must be shown in the registered section. A horse or pony may be entered under one breed only.
10. Any animal that appears to be sick will be excused from the grounds. Decision of Superintendents will be final.
11. For horses staying Tuesday thru Saturday, a fee of $20. per stall is being charged. No refunds of stall fees after entry deadline of August 1.
12. A number will be assigned to each animal upon entry. That number must be displayed whenever animal is shown. Entry number may be picked up at the Secretary’s office after stall assignment.
13. See previous page for entry times. Entries staying on the grounds Tuesday - Saturday may be allowed to leave Saturday night with the Superintendents permission or must leave Sunday by 10:00 AM with cleaned and limed stalls.
14. Anyone making entry and failing to show, without notifying Superintendents will be disqualified for the following year.
15. Only original bedding may be furnished. All entries must furnish their own hay, grains, straw, wood chips, and/or sawdust. Hay will be available for sale on the grounds. If needed, see Superintendent. If bedding is not desired, so note on entry form.
16. The Superintendents reserve the right to change the order of classes before or during the Fair. Horses stabled for the week must enter Halter Classes.
17. In all Halter Classes, if there are less than three entries in any class, it may be combined with the next older age group or be canceled at the discretion of the Superintendents.
18. Animals will be judged on 40 percent conformation, 20 percent type, 20 percent soundness, and 20 percent on action in all the Halter classes.
19. The decisions of the judges will be final.
20. All attendants in charge of animals will be subject to the orders of the Superintendents. Any owner neglecting to properly feed and water his animals will be required to take his animals home.
21. All exhibitors are notified that any act of discourtesy or disobedience to the judges and/or other officials on the part of the exhibitor, owner, rider or driver, shall disqualify the animal and the owner shall thereby forfeit his/her entry fee and all premium awards.
22. The Harford Agricultural Society, Management of the Fair, will not be responsible for any accident of any kind or nature that may occur to any animal, person, or property. The exhibitors and spectators shall hold them harmless and indemnify them against any legal proceedings arising from any accident and/or damages.
23. Fire law regulations prohibit the roping off of aisles or any parts of aisles. NO SMOKING at any time in the horse barns. All persons must comply.
24. No animals are permitted on fairgrounds beyond Horse Barn. All horses must be exercised in the arena, not in barn area.
25. Absolutely NO Stallions allowed in the Lead Line class of the Horse Show.
26. All Stallions must be tied.
27. No one is to let a horse loose in the arena. Horses must either be ridden or on a lunge line. (Foals to be an exception.)
28. No one is to ride from the barn to the arena. Horses must be led to and from and mounted in the arena area.
